Taiwan Ministry of Economic Affairs is studying the feasibility of subsidizing households which replace fluorescent lighting and incandescent lights with LED light bulbs, Vice Minister of Economic Affairs Francis Liang made the remark on the sidelines of an investment forum in Taipei, after local media reported earlier that the ministry is planning to spend about US$34 million on a new green energy subsidy program, citing Minister of Economic Affairs Shih Yen-shiang.Liang did not disclose the details of the subsidy program.

On last Thursday, Shih said that the ministry is planning the subsidy program in a bid to encourage consumers to buy LED bulbs. The ministry is expected to release details about the subsidy program within two weeks, including subsidizing consumers by offering half the cost of each LED bulb purchase, Chinese-language Liberty Times quoted Shih as saying.

In retail stores, LED bulbs cost around NT$400 to NT$500 each, much more than other energy-saving light bulbs. With the ministry’s subsidy, consumers would pay half as much for LED bulbs.

“The subsidy program should accelerate the growth of LED lighting in the residential market, which has a low single-digit penetration rate now,” Primasia Securities Co analyst Filia Lin said.

In Japan, the Eco-Point program has successfully boosted the penetration ratio of LED lighting in that country to double-digits, local media reported.

While consumers may delay the purchase of LED bulbs until the ministry launches the subsidy program, analysts said in the long run the more affordable products would help local LED lighting makers to gain a bigger market share.

“This is a positive move for Taiwanese LED companies, especially Delta Electronics Inc and Everlight Electronics Co which have their own-brands and which should witness significant growth in the retail market,” Lin said.

Nonetheless, Lin said a subsidy program would also heat up competition in both pricing and quality, leaving players with stronger channel distributions and product quality able to stand out from the crowd.

“Such changes should help avoid the problem of small companies selling poor-quality products, which lowers consumer confidence and interest,” he said.

There is an increasing demand for LED light bulbs in Taiwan in 2012. Industry sources has estimated that the LED light bulb demand is expected to exceed 1,500,000 units in Taiwan for 2012 and the penetration rate into the local light bulb market is expected to exceed 30% in 2014, with an additional increase to 50% in 2015. The Industrial Technology Research Institute (ITRI) expects that by the end of 2012, there will be 46 brands of LED light bulbs and 154 models in Taiwan. However, some manufacturers’ labels can differ by 20 percent from their actual output, pointed out by the ITRI.

Currently, the ITRI has been working on designing energy-saving labels which will adopt some of the highest standards in the industry, to respond recent requests from the Bureau of Energy. The new labels are likely to create some waves in the market,however, reports indicate that it is a necessary step in correctly reflecting product values.

The ITRI indicated that after gathering suggestions from the industry, proposals will be sent to appropriate committees in the Bureau of Energy and it expect the details to be announced in January 2013. Additionally the ITRI also plans to announce the LED light bulb brands that passed the standards at end of first-quarter to second-quarter 2013.

Industry sources have reported that there are currently two initial proposals for LED light bulb standards. The first being cool white LED light bulbs with a color rendering index of 80 and above. According to ITRI the efficiency of these light bulbs would need to reach 80lm/W and warm white LED light bulbs with a color rendering index of 80 and above would need to have an efficiency of 85lm/W. The estimated percentage of products that will pass this test is about 10%, said ITRI. The second suggestion is to increase the efficiency standard of the first suggestion by 5lm/W, in which a passing rate of only 3% is expected.

A team at ITRI has been surveying the industry and among 29 firms, 22 firms choose the first standard suggestion. Firms such as Delta, Everlight, and Formosa Epitaxy chose the second standard suggestion. The firms that chose the second suggestion indicated that there are many LED firms in China and the higher the standard, the better protection for Taiwan-based firms.

LED Lighting Taiwan 2012 is going to hold on June 19-21 at the Taipei World Trade Center Nangang Exhibition Hall. It’s estimated that a total of 253 companies will utilize 797 booths to exhibit their latest products.

Around 55 professional buyers from 18 economies, including Brazil, Russia, India, mainland China, Turkey, South Korea, Japan, and the United States, have signed up for this show. Heavyweight exhibitors from overseas and the island include Nichia, Cree, Osram, Everlight, Seoul Semiconductor, Lite-On, Delta Electronics, Edison Opto, Epistar, Formosa Epitaxy, and Neo-Neon.

The organizer Photonic Industry and Technology Development Association (PIDA) has disclosed that the 2012 exhibitor number and booth number represent an 18% and 17% increase from the 2011 event, respectively. Another impressive fact is that 50% more mainland Chinese exhibitors will participate in the show this year, compared to 2011.

According to PIDA, horticultural applications of LED lighting and LED lighting brands will take center stage at this show this year. The LED lighting brand section has been signed up by 200 exhibitors.

PIDA estimates that Taiwan can save around 50 billion kilowatt hours of electricity a year should LED replace all conventional lamps. The organization pointed out that LED lighting penetration has reached over 40% in Japan after the March 11, 2011 earthquake.

PIDA pointed out that Taiwan remains the world’s No.1 LED maker by output volume. It estimated the Taiwan industry would generate revenue of around NT$200 billion (US$6.8 billion at US$1:NT$29) this year, 10% up from last year, mostly thanks to climbing demands for LED lights and backlights.

Around NT$4.4 billion (US$154 million) of the revenue will be contributed by Taiwan government’s projects to replace LEDs for all of the island’s 320,000 conventional streetlights.

As New Year brings new wishes, Taiwan’s major LED industry manufacturer Epistar shows optimistic attitudes on 2012 outlook for the LED market.

According to Epistar ‘s Chairman B.J. Lee, global shipments of LED light bulbs to double from the 2011 level to 300 million units in 2012 and the LED TV penetration rate is expected to surge from 36% to 60%. Based on the brisk market forecasts, Lee forecast the company’s shipments of general-lighting chips to shoot up 300% year-on-year in 2012, translating into a 200% gain in revenue.

In Lee’s opinion, over-optimism about the 2011 market of LED-lit TVs lead to disappointed sales of the industry. He thought that industry executives were under illusions that the TV penetration would increase to 50% from 18% last year, giving a boost to over-expansions by LED suppliers.

Due to oversupply, compounded by improved luminous efficacy of LEDs, sharply brought down prices of the devices, many South Korean LED makers have to turn to lighting applications to ease pressure on their backlight inventories. Although spreading low-priced LEDs into the lighting sector would undermine profit margin of the industry, Lee noted that it helps to advance the arrival of the price points where widespread of LED lights can be triggered.

Apart from that, Unity Chairman Alpha Wu also touted that 2012 would be the year for LED lighting to take off. Additionally, based on less expensive TVs lit by LED backlights and effective deadlines for incandescent bulb phase-outs, Taiwan’s industry executives also agree with the bright 2012 outlook. They pointed out that price gaps between LED and CCFL backlights have drawn further closer in favor of LEDs and advanced economies will begin phasing out incandescent bulbs this year.

Hsinchu, Taiwan – EPISTAR LAB announces its highest efficacy with warm white high voltage chipset.

With its outstanding efficacy, higher CRI, and competitive lm/$, the solution of direct red platform is widely used in warm white application. Recently, EPISTAR LAB has successfully achieved the warm white efficacy of 216 lm/W at an operating current of 5 mA and CRI of 87 Ra at CCT of 2700K. Under a typical driving current of 15mA (or about 1 W operation equivalent), the luminous efficacy of 197 lm/W was achieved.

EPISTAR LAB’s new record announced today adopts several technologies in high voltage chips, such as the novel substrate transfer process, lower MQW light absorption, fine structure for increasing the photon extraction efficiency, improvement on the current spreading uniformity, and improved MQW structure with excellent IQE and lower forward voltage.
